The weighted air valve in the secondaries of an AFB have nothing to do with the secondary throttle valves. In fact, the secondary will work with the air valve removed completely. It is there to prevent a bog down if the secondaries open too fast. On some holley's, the same potential problem is addressed using a secondary acceleration pump (diaphragm).
Back in the day, I routinely removed the air valves on WCFB Carters and Rochester 4GC's used primarily for racing, specially those on cars with say 4.56 gears which allowed the engines to rev up quickly. Otherwise, it is a fine balance of jetting and positive acting secondary throttle valves. To do it well, you also need to massage the trottle bore transition below the venturis.
Nuff said. That is not his problem.
