Getting ready to put the rebuilt engine back in and have a question about the pulleys. If I want to leave the smog equipment out for now. Can I use 3050838 on the crank and 3890419 on the water pump? The car has NO PS or AC. If not, anyone have a recommendation? Thanks

First of all, there was no pulley of GM #3050838, but I presume what you mean is 3850838. If so, 3850838
and 3890419 were primarily pullies used for small block applications. Whether they will work for a big block, I don't know, for sure. However, I doubt that the 3850838 will work.
If you wish to leave the AIR pump off and do not wish an unused waterpump pulley groove, then I would suggest that you use a GM #3995641 waterpump pulley and a GM #3921923 crank pulley. And, you're in luck as both of these pullies remain available from GM. This crank pulley and the predecessor to this waterpump pulley were actually used on early 1968 big blocks but the waterpump pulley was used in conjunction with an add-on single groove pulley for the AIR pump driver.
One caution: the 3995641 waterpump pulley is larger in diameter that the 3 groove pulley used for later 1968 and most 69-74 big block applications. So, the fan will be driven at a lower speed when the 3995641 pulley is used. This will, in turn, result in poorer cooling performance. In Appreciation of John Hinckley- Top
