Interesting. My Daytona Blue 63 looked something like that when I got back at it in 1976, though not near as bad. I too repainted then thinking that was the best way to restore it's value - and back then it was. Mine had sat out long enough to patina all the flat surfaces which really looks bad/sad.
If a lot of the parts on this car are still good, it is almost worth that much as a parts car. Lot of nice stuff missing under the hood though.

I didn't choke on that one as most of us would because I once saw a completely restored 63 like this one for sale at D & M Corvette in Downers Grove, Illinois that had a large glob/bulge on the lower part of the left front fender. It was obviously the result of some very poor repair work. Too bad too as otherwise it was a near perfect car - 360hp Fuelie w/ both tops and power windows (?). How anyone could overlook that I'll never know, and then put it in the show room to boot!
