I don't know, for sure. However, the block that Dan has answers part of the question. I'm virtually certain the block had not been manufactured or released as early as 1967. So, the "7" in the date code must represent 1977, which means it was still being manufactured by 1977.
I have some other information that indicates the 3959512 block went out-of-production sometime in the 1979-81 time period. I believe the last partial SERVICE engine assembly to use it, GM #3970134, was discontinued without supercession in October, 1982.In Appreciation of John Hinckley- Top

Thanks for the help.I read on one of the forums that Chevy stopped making this block in 73-74. I bought a 3959512 on craigslist.

It could be either. However, I would strongly suspect it's 1970. For one thing, I don't think the CE stampings were still being used as late as 1980.In Appreciation of John Hinckley- Top

You might check the starter mounting pad - many "CE" blocks had a date code stamped on that machined surface (sample in photo below), which most folks never look at.Attached Files- Top
