C1 (1960) Heater Cover/Package Tray support holes?

Could someone with a C1 take a look at the attached picture and compare to your car and let me know which holes need to be filled?

I am doing some glass patching of cracks and what I think may be extra holes someone drilled in the package tray support. I have check the AIM and other sources for a clear image or indication, but can't find any.

The ones I have circled in BLUE I believe are the holes necessary to mount this piece to the under dash (6 holes) and three holes to mount the package tray to this.

The ones in RED may be extra and, if so, I want to fill them while I am patching some cracks.

Don,
All the red circle holes should be filled except the one on the bottom right.The blue ones appear to be located correctly.
