Did they put the 2 front license plate screws that were in the small bag in with the seat shim bag in 68-69 ?

I don't know what the factory did, but the dealer who delivered mine put the tags on the car with those screws.

I don't think it was protocol to do that. At least I've never seen any instructions to do that. Seeimg as the licence plate screws had their own manilla envelopes (front and rear each had their own and were attached by a perforation) I would think they would leave the fronts in their appropriate envelope and leave them in the car or place them in the front plastic inserts and throw both envelopes away. Remember this was a Prep jockey just preparing the car delivery.
