To paint or not to paint TI bolts

I have replaced the TI amp on my '67 L71, and of course the new bolts and nuts are bright and shiny on the inside left front fender well, which is all black. Did they paint the inside fender well after the TI was installed and so the bolts and nuts are painted, or did they leave them bright?
