Is the front license plate bracket mounted (or orientated) so that the plate sets high or low relative to the cross bar? Seems that if mounted so that it sets high then airflow to the radiator would be restricted more so than the other (low) position.

The chrome license plate bar should cut basically right through the middle of the plate.Chris Enstrom

Blake,
the bracket bolts under the crossbar from the bottom, nutted on top.
We have seen them incorrectly on top, and yes, even upside down. So, the stamped out opening with the "ds" stamp on the reverse side is oriented to the top above the bar.
