Part of the points assignment is not only so that the part is present but also so that it is accurately represented. I know that the points assigned per item differ over time, and once a very accurate reproduction arrives on the scene the points assigned usually decrease with the next revision of the judging sheets.
Since "no one" will show up without a frame, minimal points are assigned. However, with the label it is cheap to install but also currently easily detectable. If a more accurate repro arrived on the scene I "suspect" that the points assigned the decal would go down.
At least, that is the short version of how it was once explained to me...
