    Ken,

What is the difference between the two pedals and which one is lower than the other?

Here are the instructions, right out of the 1965 Chassis Service Manual

PUSH ROD TO MAIN CYLINDER CLEARANCE
The brake pedal has a definite stop which is permanent and not adjustable. This stop consists of a rubber bumper at the release end of the pedal travel. Before adjusting push rod to main cylinder clearance, make sure pedal returns to the fully released position freely and the pedal released position freely and that the pedal retracting spring has not lost its tension, then proceed as follows:
      1. 1. Loosen check nut on push rod.

2.3. 3. Tighten check nut against clevis, and recheck movement.

I converted my 63 to power brakes....the power brake rod goes in the lower hole with a metal "flag" in the upper hole to activate the brake light switch. The power setup does not use the brake return spring although it doesn't hurt to leave it in.

The Shop Manual says power brakes are OK with the pedal just 1" off the toe board when fully depressed...WAY too much travel IMO and makes for some disconcerting stops...

I used a McMaster's clevis rod (part # 6071K14) and cut about 1/2" off the threaded end to get the brake pedal higher off the floor when fully depressed.

I glued two rubber pedal stops together and that got the brake and clutch pedal even and the brakes do not drag....the action is very nice and the car stops with more "conviction" now instead of that moment of doubt when pushing through the excessive travel to stop...
