I thought it was sometime in 68 but an announcer on BJ just said it was sometime in the 80's. They usually know what they're talking about so now I'm currious.....

This has come up before and you'll find threads in the archives. First, use of DOT coding on tires was 1/1/68, but the sequence(s) used were mfgr unique. Approximately, 3/71, those sequences were standardized into what we're familiar with today...- Top

We have seen original tires with just a glued on label showing required DOT info.
The only one I ever saw was in the UK. The car and its current owner came from Belgium. The owner had never dropped the spare tire tub and we had to help/show him how to do it.
That car was a Jan 18th build if I remember correctly. I suspect its tires were WIP (work in progress) at Goodyear when the calendar year changed invoking the new 1/1/68 regulation before the molds had been converted to provide the new sidewall emboss sequencing...- Top
