Generally, you need two things:
1. A Bill of Sale showing the the current owner is transferring ownership to the buyer.
2. A vehicle registration (this can be a tax receipt, a title, etc.), proving that the person selling the car actually owns it.
Step one is to find out what documents are issued by the state DVM where the seller is currently residing.
Step two is to find out what documents are accepted by the state DMV where the buyer is currently residing.
Step three is the get a copy of those documents, and a Bill of Sale. Some states require that the Bill of Sale be notorized.
A few years ago I sold a 1974 Corvette (I am in Alabama) to a buyer in Tennessee. 1974 is the last year that Alabama does not issue titles for. The vehicle registration is proof of ownership.
Tennessee required a copy of the Alabama registration, and a notorized Bill of Sale. Tennessee then issued a title to the buyer.
