Let's hope that Harvie's note refers to license plates.
Regarding VIN tag and trim tag "restoration", I would never attempt this for fear of having the tags being looked at with a suspicios eye by judges and/or potential purchasers of the car. You certainly don't want to remove the these two tags for any legitimate reason that I can think of. Well, maybe a couple.

I have a contact that can make you a new VIN tag. I once had one that was rusted badly and needed to be replaced. Contact me with PM and I can supply this contact to you. If I remember correctly he is out east. You will need to provide substantial proof of ownership to have this done. The one I had done was flawless, and I had to supply what was left of the old tag.

He has done several tags for me, and I have been very pleased. He was also discussed on CF recently, and folks seemed pleased with the price & quality of his work.

There a lot of vendors out there. I ran across three at a local show last month that were all doing restoration. You may want to search the internet, as I am too busy this afternoon to look up thier info.
