OK, I'll take a wild guess on the purpose of this device; back in the day of "birdnest" hair dos, women were terrified of having their hair blown around in the wind. No amount of hair spray could protect them from a ride in a Vette with the top down - trust me. I know this from experience as it was the cause of a broken engagement for me. I prefered soft flowing natural hair and just finally got turned off sticking my nose in a wire mesh.

reminds me of my deceased mother in law also. she'd insist on wearing such a contraption prior to leaving our home for hers---on her broom.- Top

'have a neighbor who gets her hair done each week and wears one of those plastic rain hats for 3-4 days after so as not to disturb the hair. She gets her hair cut just like her 88 year old mother, but hers is more of a '63 Silver Blue color rather than her mother's Sateen Silver.
