C2 front bumper alignment

I am having a lot of trouble aligning the front bumpers on a 67 convertible. Is this normal? I have had the shape of the bumpers checked by a bumper chroming company.
I have two left hand bumpers, two center bars, two sets of the braces that go through the grille, an extra left hand brace that mates with the outboard side of the bumper. I have tried combinations of all of the above. The next step in the restoration is painting and I want to resolve this before proceeding.
Some of the issues are:
1) The distance between the rear of the bumpers and the front edge of the wheel wells do not match .
2) The center bar is not parallel with the grille.
3) The distance between the front edges of the bumper and the front edges of the body are not the same. Any hints?

Loosen up all of the bolts holding the braces and the bumpers including the center bar and position it before tightening anything down. I sometimes use a floor jact with blocks of wood to assist if I am doing it solo. There is a lot of play in everthing until you tighten it down. If you have it lined up satisfactory then start tightening the bolts pretty much at the same time if you can. I hope that this makes sense to you.
