Over the years I have accumulated alot of used horn relays. I know that the covers can be removed and replated. But what about under the cover does anyone know who restores this part of the relay.

There's not much to 'restore' beneath the cover... You've got a relay contact point that can be cleaned with light/fine wet/dry sandpaper and the magnetic inductor coil. Then, simply misc dust/dirt/grease/oxidation.
If the inductor coil has 'fried', there's no simple repair. You'd have to either pull it and have it re-wound (few will do this these days) or pull it and install a substitute from a donor relay... Both involve considerable labor.- Top
