1967 Repo Front Clip Indicator ?

While inspecting 3 diff 67 Vettes. Have run across an unusal recurring theme. 3 out of 5 Have a silver cowl louvers not fiberglass with the nub on the passenger side verticle louver. If I'm describing this correct. Would this indicate a repo front clip? Or are these sliver louvers next to the windshield an aftermarket item? Hope I'm clear.

If you mean chromed cowl vent louvers, that's an owner-inspired "custom" touch; they're steel, and left St. Louis painted.
