Finish on inspection plates on Mid years

Can anyone tell me what the proper finish should be for the small inspection plate covers that are in each of the rear wheel wells on mid years? I have seen these covers painted a satin/semi gloss black w/ the four cad plated screws. In other cases, I've seen the covers and screws painted with the black-out from the wheel well. Weren't these covers installed before the blackout process so shouldn't they be covered with blackout, as well???

    What's correct????

    thanks

Garry, the blackout was done before body drop. The covers would have installed after body drop when the body mount bolt inside was tightened. I would say satin black plate with raw screws, maybe zinc? No over spray should be on them.
