GM #3709454 washer was used to retain the rubber cushions at the junction between the power steering cylinder realy rod and the frame bracket. Ordinary shock washers were NOT used at this location (as some folks seem to think). This is a special washer and it is configured somewhat differently than a shock washer. For one thing, there is no hex shaped recess to retain the nut (a special slotted nut was used here). GM says that the GM #3709454 was used from 1963 to 1982. However, the 3709454 was discontinued from SERVICE in March, 1969 and replaced by the GM #3938729. I do not see why that part was not also used in PRODUCTION after about that time, but GM says it was not.
So, what's the difference between these two parts? Well, there is a very slightly different configuration to the "hat" cross-section and there's an extremely slight difference in OD. That's pretty much it. Why make a different part for such a minor change? That's a good question.
