My current air filter is a paper filter embossed with "AC Spark Plug A353C". I can't find one in any auto parts store. The judging manual refers to a foam element with debossed "AC A 165C". What is acceptable for judging purposes and are they available anywhere?

The A353C air filter element was a SERVICE-only piece with respect to your application. The element described in the JG is what was originally used.
The A353C was discontinued without supercession about 3 months ago. There may be replacements for it available from other brands (i.e. Purolator, Fram, etc.).

Haven't looked at all the repops, but the original was of extrememly fine-celled foam.

Welcome aboard!
The foam type air filter, as you may know, must be saturated with motor oil, and then THOROUGHLY squeezed out. The extent to which you squeeze it will affect both its filtration rate, and its restriction. If the proper amount of oil residue remains on the foam, there should be little to no oil collecting on the bottom of the air cleaner housing.
Because the paper element is far superior to the foam type in both filtration and flowrate, I would only use a dry foam element for "show" purposes. I would not drive with a foam element installed.- Top
