67 power window help

Just finishing up a restoration and I am having power window problems. New wiring, new switch, new relay. Motors won't work. I have used a test light and I get voltage to the motor plug when I move the switch up and down with the key on. I have even tried 3 or 4 other motors I have in the shop, none of them work. I checked the grounds and even ran another ground directly to the battery (-), still doesn't work. What should the voltage be at the plug? I think my repo relay was bad, put on an original used on and got a test light to work at the plug, which it didn't before with the new repo relay, but still no motor. Any ideas?

Jeremy, you didnt say if the motors worked out of the car, I assumed they did, the power windows reg. have a big spring so you have to put a bolt thru the arms to keep them from moving when removing the motors, maybe they are still bolted Phil 8063
