The problem you are having is exactly the type I have had with many alarm systems. To begin with the frame has nothing to do with the ground. A small detail is riveted to the fiberglass fender so the only ground is through the wire. Many horns will test fine on a battery but refuse to sound when installed. My alarm would only sound with the hood switch at home before the regional in June but a trip in the trailor with all the bumps in Chicago fixed it and it worked fine for opps. If you find the problem please post the fix I'm all ears.
