Looking over a parts catalog I noticed a "battery insulator" that appears to go around the battery. This was not in place when I puchased by 91. I'm curious as to the purpose of this insulator.

Have you had the car since new and, if not, was the original battery in the car when you got it? I believe that all 1992-96 Corvettes had the insulator. Whether they were used before 1992, I do not know at the moment. I can't research it right now since I'm 3,000 miles away from my references.

I do not recall there being an insulator, and I feel quite certain if there would have been one I would have removed and saved it along with the label. I remember intending to remove everything I could, and the label was all there was.
Of course it is possible I'm mistaken, and that's why I put that I was 99% sure. But I don't believe I am mistaken.- Top

According to my parts book, the battery insulator was shown for the 92-96 model. It was under section 2.333==3.B20. Went to those sections and it is part number 22611064 on page 3.G23. It was about 12.00. It did not show a cover flap, only a one piece unit that goes around the battery. I still have mine as the two previous owners kept everything that went with the Corvette.
