'65 A.O. Smith hood release cable blackout

I'm moving forward with the assumption that the hood catches for '65 A. O. Smith bodies were installed after engine compartment blackout. My question is: was the hood release cable that runs along the top portion of the firewall in place during blackout or after blackout?

I'm used to seeing AO Smith cars from that era WITHOUT blackout on the hood catches and interconnect cable while St. Louis bodied cars have catches partially masked with blackout on the back side where the catch assy mounts to the firewall + along the full length of the interconnect calbe.

AOS had no Blackout on either the cable nor the latches.

Plus, if memory serves, the hood mounted catches were treated differently with AOS Smith cars having the hood blacked out before installation of the catches and St. Louis cars having the catches installed onto the hood and masked with something akin to Dixie cups during the blackout spray...
