How does the steerling wheel hub mount to the splined shaft. Does the aluminum hub that the steering wheel mounts to go in the 12:00 position, 3:00, 6:00 or 9:00 position? The hub has two roll pins on the back side that seems to operate the blinkers.

The end of the steering shaft should have a high point mark at 12:00 with the wheels straight ahead. The hub should also have a mark. Align the two marks for the correct orientation. As a double check, the spokes of the steering wheel should be at 10:00, 2:00, 6:00 and the roll pins on the left vertical at 8 & 10:00 with the wheels straight.- Top

The wheel in the top of the picture shows the turn signal pins on the right above and below 3 o'clock.
When you flip over the wheel (like the lower wheel in the picture) the turn signal pins are then above and below the 9 o'clock position.
The spoke positions are as described by Howard.
The hub just slips on the steering shaft splines. Make sure your wheels are pointing straight so the steering wheel orientation will be correct.
