    Rear Crossmember Fastener Purpose?

'62 MY. What was the intended use of the four fasteners accessible through holes located on the underside of the rear frame crossmember? The nuts(?) welded to the inside of the crossmember accept 7/16-NC; hefty. What MYs should have these present?
A search of the TDB archives turned up nothing re these fasteners. Nothing in the AIM that I could find. The only thing I could find in my reference books was in the leftmost photo on page 223 in Adams' book showing the underside of a '60 chassis. At the very bottom of the photo it looks to me like some kind of bar may be attached using these.

I believe that these are for the lower bumperettes on the 58 to 60 cars and GM just left them in place. Rich
