It must be me. Maybe I'm misunderstanding how a scribe line is used but one would think it should be on the side the part is going to be aligned on, yes 
I got in the kit to replace the fender skirt seals. Looking at the car, it has perfect scribes visible now that everything is cleaned up but they are on the outside -> facing the bumber, instead of inside, tire side.
The assembly manual shows it, and the seal on the tire side p376. My photo's before removal show the seals tire side as well. And stapes appear to be aligned, for lack of a better word, creatively. All staples were 90 degrees off, not aligned as in the AIM. I found this on both the fender skirt itself and the splash shield. By the way, I assume the splash shield needs to have the holes pre-drilled for the staple - pity.
I'll obviously have to translate the scribe to the other side, or just wing it but I'm guessing this must have been a common mistake
