C2 license bar fit

Is there a gap between the bottom of the license bar and the bumpers where the bar goes through the bumpers? When I tighten the bolts fastening the bar to the right hand bumper, the left end of the bar raises about two inches. It looks like the bottom of the bar touches the bumper before the bolts are fully tightened. Any tips?

I have sent the bumpers and bar to a plating shop to straighten them. The bumpers now align fairly well but the bumper bar is causing me problems.
