i wasn't quite sure what kind of rivets were used until polishing a side pipe cover on my 66. i noticed the front support was riveted on. it apears to be very hard steel and cleanly compressed. so the question is: how does one exert enough force evenly and controlled as to not damage these fragile parts? do i need a press or some specialized tool?

Bill,
it's actually very easy to do. The rivets are soft aluminum and peen over easily. I use a body dolly as a backing and a air chisel bit that I drilled a 3/16" hole into the end (about an 1/8") and have peened thousands of rivets this way. If you look at 95% of the brackets attached to the bodies they are done the same way.
