C2 Headlight Rotation Electrical Issue

We have come to the end of my long & winding road to headlight rotation issues -- with answers
! Let me once again thank everyone that provided suggestions as they were all very helpful and correct. The problem was both electrical and mechanical. We went back over every power & ground connection, cleaned them all, and sprayed them with a little CRC lubricant. My brother-in-law is the low-voltage guy, and he said that the metered readings improved after the "clean-up" service. Now, the one bucket that would get tired and sometimes quit halfway is working all the time. The other bucket that rarely worked is now working, however it does require an "assist" at times. When it doesn't work, the assist consists of spinning the motor "wheel" a few times. Initially it resists, but once I get it going it spins easily. When I hold the switch in the up position after the wheel spin, the light bucket operates with no issues. This tells me, as Wayne, Jack, and Harry suggested, that the motors should be serviced to remove & replace the old grease and armature bushings. Since I don't drive at night very often, and since I am now confident that my lights will go up when I need them (albeit with an assist at times), I will put off the motor servicing for a while. At least I now know what the problem is and how to take care of it when I am ready to take on the project. You guys are great -- I can't thank you enough!
