    1969 vacuum tank and wiper relay

    I took out the vacuum tank because it leaked and found a number of cracks. I welded them and the tank holds vacuum while the car is running but it leaks once the car is off. Is there any kind of sealant that can be used inside those things to stop hairline cracks? I can't see anymore cracks in it from outside.

    Also is there any way to test a wiper relay and switch on the same car. I replaced both not long ago but the wipers have stopped working again. The motor works and the relay has power going into the yellow and light blue wires but none coming out. The switch has power coming into the light blue wires but power only goes to the black wire when the wipers are on low but not on high. Power seems to go in and out of the solenoid fine and the ground is good so I think it has to be one or both of the switch and relay but they aren't that old.
