Did all 69's come with the headlight washer system as standard equipment?

Yes, they did. In fact, it was a feature that was called out in advertising for the new 1969 Corvette. So, it pretty much had to be on the cars.In Appreciation of John Hinckley- Top

I presume he meant all '69 Corvettes... The feature wasn't across the board standard on all '69 GM passenger cars, but other makes/models DID share some of the '69 Corvette headlight washer components...- Top

Yes, I have a 69' vette that has the washer fluid lines running to the front but no nozzles in the headlight buckets. Also thanks Jack for the info on testing the horn relay, it is good, found that the horn contact spring was missing, replaced it and the horns and it honks prefectly now.- Top

I seriously doubt that any 1969's were built without the headlamp washer system. However, IF (and, it's a BIG IF) any were, they were not by the time your car was assembled. I'm virtually certain of that.
So, if your headlamp bezels have no provisions (i.e. "D"-shaped holes for the nozzles), then the bezels were replaced with either the 68, 72 or 73-82 bezels. The 1968 and 1972 bezels (which are, incidentally, the same) are cast of metal. The 73-82 bezels, which were also SERVICE for all 68-72 for many years, are made of plastic.In Appreciation of John Hinckley- Top

My late August, 69 assembled Corvette has the headlight washers. I've never seen a 69 without them.
Most, if not all of the system was shared by the Camaro model with the hidden headlights.
