Should it really be a lock washer here?

In the 1966 AIM page F157 the picture shows that the frontal bolt at the differential mounting bracket has a lock washer on both side of the bracket. This is the bolt with the nut and pin. If I have lock washers on both sides I cannot tight the nut enough to get the hole far enough out to be able to put the pin in place. Should it really be a lock washer on the right side where you have the bolt head?
    Please see enclosed picture.

An just to be sure; the bolt with the nut and pin should be in the front and inserted from right to left, true? (viewed from front of vehicle)

And the rear bolt with a lock washer (only) on the nut side should be inserted from left to right, true? (viewed from front of vehicle)
