Could they be "VIN" tag rivets, only Stainless Steel? Emergency Replacements?

I'd carefully drill them out, advertise them on ebay as rosette rivets, and ask $375 each.

very interesting. Those are VIN rosette rivets. I found the VIN rivets holding the 2 hood surround wire J clips on 2 66 and 1 67 I had worked on in the past.
