C2 crossbar paint pattern

Was the crossbar section of the birdcage that holds the Trim and VIN tags
"blacked out" under the glove box. Most of the car I am working on has the zinc-chromate green finish to the visable parts of the birdcage, but the area under the glove box is black. is this correct? If it was blacked out obviously the tags had to have been masked or it was done prior to them being affixed.

I believe that on AOS bodies the cross bar is typically green zinc, but on St. Louis bodies it may be semi-gloss black. Whatever paint was there when the car left the factory was applied before the trim tag and VIN tag were installed.
