Access holes in '59 fuel tank area

In the fuel tank area on my '59 there are 6 "access" holes. Two on each side and two under the center of the tank. Are these holes supposed to be covered/plugged?
In another post today there was reference made to paper covers glued over the holes on the sides above the frame. I can find no reference in the AIM.
It would seem logical to have these covered but I have looked under other C1's and they were open. Seems like a lot of water would pass through this area on a rainy day. I'm going to paint in a couple of weeks and then going back together. This would be a great time to take care of this.

Thanks Michael. I checked the archives but didn't get any "hits". Hard to know how to ask the question in the archives sometimes.
I had a feeling that might be the case but when I saw the post dealing with changeing shocks on '61 it brought up the question.

I don't remember any paper covers on my '59. They may have been there; I didn't remember that the original wheel cylinders didn't have the later level bleeder valve...until I dug them out of the "junk" pile.
