I have a friend with an original-owner 1969. His car was built about October, 1968. He has the 69 style pump without the relief valve. It's possible that cars made before that time were equipped with the 68-style pump, though.
How did all these 69's get the 68-style pumps? That's easy. Most of the rebuilt pumps sold for the last 20 years, or so, for 68-71 applications have been the 68 style. Also, GM SERVICE pumps sold for MANY years for 68-71 applications were the 68 style. Where all these 68 pump cores came from I have no idea. While the exact same pumps were used on many other Chevrolets and GM cars and trucks, it would seem to me that there's one year's worth of 68 pumps out there and 7 years worth of the 69-75 style pumps. It's possible, although it seems unlikely to me, that the 69-75 style pumps were converted by rebuilders to have the relief valves so that they would have "universal" 68-75 application. While it doesn't seem like rebuilders would go to this effort, it is possible. GM used the same basic casting for the 1968 and 1969-75 pump cases.
Very rarely have I ever seen a rebuilt pump using the 69-75 style pump case (as originally configured).
As I say, though, you can check the date code on the pump. That might provide a clue that the pump was originally installed on the car, or not.
