      I spent several decades in Chevrolet assembly plants, and I can't IMAGINE Chevrolet "dipping" wheels in color enamel. The Chevrolet process was to either dip or flow-coat wheels in cheap black primer, and spray the outer face with wheel enamel. I think Zip is confused.
