1964 Hood Support Bolt ?

Hi all,

During a recent meet I was made aware that my hood support bolts were wrong. According to the judge the new JG basically states both the upper and lower bolts are anchor head but I don't quite read it that way. Looking at the 64 Assembly Manual the application calls for two different bolt types. It actually calls for one to be a screw(upper). Can someone shed some light on this for me please? Original pictures are always appreciated.
