Is the rubber grommet for the PCV painted orange along with the valve covers?

No, the grommet was installed at St. Louis. No paint.

By the way, the grommets used for base engine with steel valve covers were not the same as those used for L-46 with aluminum valve covers. They were also different than some later small blocks with steel valve covers, so you want to be sure you have the correct ones. Originals were GM #3923256. These were discontinued almost 40 years ago and went through a succession of supercessive part numbers until they are currently known as GM #14091870. How are they different? I don't know.
