1972 carpet at fire wall driver's side

The plugs that hold the carpet to the firewall (driver's side) and in particular, the two plugs in the steering column area; does the carpeting lay over the plastic piece or does the plastic lay over the carpeting?

My guess is that the carpeting lays over the plastic piece. This would then be consistent with the appearance of the carpeting at the passenger side firewall.

Your commits and thoughts will be appreciated.

    Thanks.

When I replaced the carpet in my 1971 I put the carpet OVER the black plastic. That was the only way that made sense to me--doesn't mean I'm right.
