I am assuming that you mean off the car? The answer is yes, but it requires a special test rig. You can read the whole procedure and look at photos at www.autoacforum.com. Go to the "Automotive Air Conditioning Procedures, Tips, and FAQ" Section and then search through the list until you see the article on "Testing POA Valves" about halfway down the page. There are additional POA articles also if you keep reading.
You can also send it to Classic Auto Air (Florida) or Old Air Products (Texas) for testing and rebuild if needed.

They don't fail often, but do occasionally get hung up internally and stick. Typically in the partially closed position, resulting in high evaporator pressure and reduced cooling.
Mine did this a few years back. Besides using it more often, I CAREFULLY and VERY SLOWLY added a 2 ounce pressurized can of R12 refrigerant oil to the system through the POA connection. I heard a POP and then everything was cool (literally). I figured my compressor seal leaked at least 1 ounce of oil from the system over the years, so adding an additional ounce was not a big deal. The total system oil capacity is around 12 ounces.
