Horn problem in my 67 conv. - help

I have a nicely restored, frame off'd 67 that I have had for 7 months. The horns make no noise at all. I replaced the horn relay (the one that was in it was an 824) with a NOS 837 relay. When i push the horn button, the horns make a sound, but it isn't a pronounced "horn" sound. It gurgles and whines almost. I checked the ground on the relay, and it seems ok. Any help, assistance or direction? It would be appreciated. I picked up a pair of dated horns for the car that I will send out to be rebuilt, but would like to see if the original horns will work. Thanks

You might try taping them on a piese of wood. Sometimes that will make them work. my addage is if it not working give it a thump. Even if it dosn't work it make me feel good.

First is make sure the horns will work.
      Disconnect the horns.
Make sure the horn properly grounded to the radiator core support.
Then using a jumper go directly from the battery to a horn connector spade. If the horn is good it will work. If not get it restored or replaced.
Now check the other horn the same way.

If both horns work, check out the horn relay.
Do you have +12vdc going in?
When you press the horn button, do you have =12vdc getting out?

Do you have a good ground across the steering rag joint?

The horn button is the path to ground for the horn relay to send the +12vdc to the horns and the ground path goes through the rag joint.
