Paint cover bolts or Not

I got my car back from the paint shop and the deal was that I put all of the pieces back on the car. I am currently putting the back panel on a 69 and my question is.... The bolts that hold the back panel on the car are covered by the back bumper and the license plate bezel. Should these bolts be painted the same color of the car or are they left unpainted.

My original 68 has them unpainted. Also in the TGJM on page 31 it notes that they were unpainted.

I agree with Jack, they are unpainted. The lower valence was assembled after the car was painted. Sometimes you will see them painted but that is because the painter did not disassemble that area on the repaint.
