Spare tire cover lock bolt

There are two different lengths of spare tire lid lock bolts available through the usual vendors - a "7-inch" version for standard wheel/tire combinations and a longer "8-inch" for redline or goldline tires. Does the longer (8") lock bolt gain that inch by having a longer threaded section? Or, is the upset forged section below the threads an inch longer? Thanks in advance.

Those I've seen have the additional inch in the plain shank area, not in the threaded end.
