Fender Skirt installed before blackout?

You are looking at the left brace (which holds the bumper handware) and fender skirt of my 68 Coupe - i query whether the fender skirt was installed before blackout. I guess it was, so does this look typical? I feel that my blackout is somewhat heavy and a previous owner added some more paint/protective substance.

The inner-fenders were installed when the body was built and the undercoat and black out was applied later. So all of the stapled or rivited parts flaps etc. were also there when blackout occured and would have received coverage.
