On a '61, I see that the cowl opening mechanism is supposed to be semi-gloss black. What about the tubular "s" handle that attaches to the cowl itself. Is it also black or is it body color? The judging manual is vague on it.

This pertains to the cowl vents back to '53, but don't count on this being the definitive word as this is just my deduction from facts and suppositions:
I suspect that all the cowl assemblies (plate, screen, hinges and s shaped bracket) came from a supplier painted black. They were then installed on the body before the body was painted. So the black was painted over to some extent. The cowl vent was raised in the paint booth in order to paint its edges and the screen. Some paint went through the screen and some body color is thus evident inside the cowl. But the inside is not a perfect body color paint job - like many restorers make it.
If you follow this logic the answer to your question is:
The part in question should be black but will exhibit some overspray of the body color. Logic would indicate that the farther away from the spray gun you go on the s shaped piece the less overspray you should find. Probably no overspray on much of it.

Like the parallel question of a tree falling in the woods when no one is around (is there sound?), it's a definitional issue. One definition of sound requires a source, a transmission medium and a receptor. Hence the tree does NOT make sound because there's no receptor to hear.
In the case of the comment/woman, the answer is YES. Men are ALWAYS wrong in the eyes of their female companions...- Top
