When I visited the GM Heritage Museum a couple years ago they indicated that the only available Corvette build information was from the Bowling Green Assembly Plant. They said that all of the St. Louis build information was missing and that it was most likely destroyed. That would place the first reliable build information as June 1, 1981 when Bowling Green came on stream building Corvettes.
GM Media Archive http://www.gmmediaarchive.com/ indicates that they have vehicle invoices for almost all GM cars & trucks stating in the mid 1970s (Chevrolet from 1977). They state on their websight: "Documentation of the vehicle cost broken out by model & factory options. It contains the original ship to dealer information, MSRP and invoice number that GM used to bill the dealer."
I would think that the vehicle invoice should have generated the build sheet or vice versa.
