Re: point deduct for wheels
Donald - Steven is correct in that the production date stamping on original 1965 & 1966 steel wheels is inside the rim and is not visible when the tire is mounted.
Are there external production date stampings on your wheels that are visible? Are they visible with the wheel cover on?
If you have additional info on the wheels, please post.

Re: point deduct for wheels
To answer the question specifically, absent direct guidance (Judging Guide and/or Judging Reference Manual), the NCRS approach to evaluating originality is to split the item five ways: Finish, Date, Installation, Configuration and Completeness.
Then, to the extent a given part deviates from the norms of the factory original, deduct 20% of the available originality points for each axis of consideration the part violates...- Top

Re: point deduct for wheels
As Peter mentioned, Original 65/6 wheels are dated in the area between the tire beads and can't be seen when the tire is mounted.
If the wheels have a date code on the outside surface near the valve core, they are later service replacments. As long as they are the correct configuration, the date stamp in this area could be filled with bondo, and after painting they would be undetectable with the wheel cover installed.
