I would not use an epoxy for this. However, I think if you use 3M Super Weatherstrip Cement, it will take care of the problem. Apply the cement to both the face of the pedal foot and the rear of the pad. Let it dry for a few minutes. Then, install the pad on the pedal. I don't think you'll have any more problems AND you'll be able to remove the pad someday if it ever needs replacement. Although I've never needed to use this on clutch or brake pedal pads, I've used this procedure on many things that had the same sort of problem and it's been 100% successful to date.
